The National Center for State Courts (NCSC) is seeking applications from qualified candidates for the below positions to support implementation of the Student Law Practicum and Mock Trial Programs, funded by the U.S. State Department Bureau of International Narcotics and Law Enforcement Affairs (INL), focusing on law faculty and law student clinical learning opportunities and building awareness of secondary school students about the criminal justice system in Bosnia and Herzegovina (BiH). The two programs will strengthen student understanding of rights and strengthen public trust in the judicial system. The duration of program funding is two years.

NCSC is seeking to fill the following three positions: (1) Program Director & Legal Advisor, (2) Legal Program Coordinator, and (3) Finance/Administration Manager. Position Descriptions

Program Director & Legal Advisor

The in-country Program Director and Legal Advisor (Program Director) is responsible for overall program management, performance, compliance, work planning, communications, and delivery of legal technical support services. The Program Director will provide legal technical support services to support development and implementation of a law practicum curriculum at multiple law faculties in BiH. This position will support the above two projects. Performance of duties and responsibilities will involve travel within BiH. Qualifications include:

University degree in law
Strong organizational skills, rigorous attention to detail, and problem-solving abilities needed to perform effectively in a project management position
At least three years of experience as lawyer, legal officer, program officer, staff attorney or similar position, preferably working on donor-funded legal reform, anti-corruption, or justice sector strengthening projects
Experience working with law faculty and/or working on practice-based education in legal setting, preferred
Legal Program Coordinator

The Legal Program Coordinator will be responsible for supporting implementation of program activities, including logistical planning and coordination, providing advisory input on program progress and technical work, and supporting outreach to local counterparts and other actors to general support for implementation of the above programs. Support development of law practicum program with law schools, including curricula, training materials/guidelines, organizing workshops/meetings, and other materials. The Coordinator will support development of the mock trial program with secondary schools and the law practicum program with university law faculties. Performance of duties and responsibilities will involve travel within BiH. Qualifications include:

University degree in law or equivalent degree/work experience, with criminal law focus.
Experience as legal officer/program officer, staff attorney or similar position, preferably working on donor-funded legal reform, legal education, justice sector strengthening projects.
Experience in or willingness to support public outreach and monitoring and managing program results/impact.
Experience in or willingness to support communications and media development related to project activities.
Experience in researching legal documents, advocacy materials, memoranda, and reports.
Strong organizational skills, rigorous attention to detail, and problem-solving abilities needed to perform effectively in a demanding position.
Interest in judicial reform and legal education programs.
Finance and Administration Manager

The Finance and Administration Manager will be responsible for all financial aspects for the above projects in BiH, including funds disbursement, expenditure reporting, accounts payable, payroll and benefits functions. Performance of duties and responsibilities will involve travel within BiH. Qualifications include:

University degree in financial or business management, accounting, or related field.
At least three to five years as Finance/Accounting or Administration Manager, Accountant, or similar position in an international organization or comparable experience required.
Strong knowledge of office administration, accounting systems, bookkeeping, and financial operations.
Prior experience with U.S. government financial reporting requirements preferred.
Strong interpersonal skills and demonstrated ability to explain clearly to project staff, vendors, consultants, and grantees the requirements for financial reporting under a donor-funded project.
Demonstrated commitment to ethics, transparency, and accountability in program management.
Computer literacy (MS Word, Excel, accounting software, etc.).
Project Summaries

The Student Law Practicum Program in BiH is a two-year grant program to strengthen clinical-based education at law faculties in BiH. The program is funded by the United States (U.S.) Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). The program performance period is November 2017 to November 2019. An overarching purpose of the program is to improve the practical skills of law students, create an innovative law practicum module, and deliver practice-oriented education courses, with a focus on anti-corruption and organized crime. The program will engage law faculties and justice sector practitioners to work together to design and deliver practice-based learning for law students in relation to criminal justice proceedings. The program has three key results: (1) secure university approval to offer law practicum modules/courses in Sarajevo, Tuzla, Banja Luka, and Mostar, (2) develop a law practicum curriculum appropriate for law faculty students and instructors, and (3) implement the curriculum at law faculties and garner public support for practice-based law courses. In coordination with INL representatives, the SLPP closely collaborates with BiH law faculties, justice sector practitioners, and educational accreditation authorities, to implement enhanced practice-based learning at BiH law schools.

The Program to Enhance Students’ Understanding of their Rights in the Bosnian Criminal Justice System through Mock Trials is also funded by INL. The purpose of the Mock Trial Program is to improve students’ understanding of, and trust in, the judicial system of Bosnia and Herzegovina. This grant program is in the amount of $125,000.00 for a period of one (1) year from November 2017 to October 2018. The program will create an innovative educational curriculum and develop the capacity of high school teachers to design, implement, and host mock trials, as well as implement a public campaign to improve student understanding of their rights, and to strengthen public trust in the judicial system. The program will support three key results: (1) develop an education module for high school students at schools in Banja Luka and Sarajevo about the BiH judicial system and citizen rights, (2) develop and implement a mock trial program to provide high school students the opportunity to practice presentation skills and display knowledge about the BiH judicial system and citizen rights, (3) develop and implement a public campaign on the mock trial program to encourage youth activism and participation.
