Background
Integrated Local Development Project (ILDP) is a joint initiative of the Government of Switzerland and UNDP in Bosnia and Herzegovina (BiH) launched in 2008 with the aim to harmonise integrated and inclusive strategic planning at the local level. Through its previous two phases the ILDP made significant contribution in standardisation of planning approaches at local and cantonal level and supported 40 local and 10 cantonal governments in designing and implementing their development strategies. Furthermore, the Project helped creation of foundations for establishment of strategic planning systems at the entity level, including financing mechanisms that provide targeted support to implementation of local development priorities country-wide.
The Project’s third, 4-year consolidation phase, was launched in March 2017 and seeks to further place efforts to scale up and consolidate knowledge and systems whose creation has been initiated back in 2008. To that end, the Project will provide assistance to a wide range of domestic partners to affirm a functional development planning and management sub-national system, which reinforces effective delivery of public policies – including those related to integration to the European Union – and thus contributes to better development results. The entity public financing mechanisms will reinforce the efforts of the system, ensuring vertical connectivity between higher government levels’ public funds and local priorities, contributing to improved local services, livelihoods and quality of life. 30 local and all 10 cantonal governments will strengthen their capacities to effectively address citizens’ needs and accelerate growth through inclusive development planning and management systems.
The Project has three main outcomes, as follows:

Outcome 1: Lead planning structures at entity level steer the development planning and management systems characterised by vertical and horizontal coordination and greater accountability towards the citizens;
Outcome 2: Local and cantonal governments effectively address needs of citizens and accelerate growth through inclusive development planning and management;
Outcome 3: Citizens and socio-economic partners take pro-active part in development management and benefit from improved services.
ILDP’s partners include entity institutions responsible for development planning, namely the Federation of Bosnia and Herzegovina (FBiH Development Planning Institute and the Republika Srpska (RS) Strategic Planning and Policy Coordination Unit), all 10 cantons in the FBiH and approx. 30 local governments.

The project is primarily funded by the Government of Switzerland and co-funded and implemented by the UNDP BiH, while the responsible national partner is the BiH Ministry for Human Rights and Refugees. Other key project partners are the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities.

Duties and Responsibilities
Support, coordination and oversight of the local development management and strategy implementation assistance provided to partner local governments within the cluster:

Serve as the project focal/liaison and information point for the partner local governments within the cluster;
Prepare action plans for the cluster based on the general project action plan and ensure its regular monitoring and effective implementation;
Provide advice and technical assistance to partner local governments in the cluster in the processes of development management annual cycle as per the work package and action plan designed under the Project;
Support capacity development of municipal councillors / thematic commissions within municipal councils, as well as mayors, to familiarise them with important decision-making aspects within the development planning and management cycle, as well as with the work and importance of the local development management structures;
Support capacity development of municipal leadership, including councillors to raise their awareness and basic understanding of the EU structures, acquis communautaire, accession process and role of local governments in that process;
Coordinate joint training, capacity development and information/discussion events within the cluster, as well as establish synergies with other relevant domestic and international initiatives or programmes in the cluster;
Monitor and supervise activities and performance progress within the cluster with regard to local development management and implementation of local strategies; systematically compile electronic records, documents and information and regularly share feedback and elevate potential risks to the Project Management;
When relevant, monitor the overall implementation of priority projects within partner local governments in the cluster until its successful finalisation by conducting site visits, reviewing narrative and financial reports of beneficiaries; ensuring compliance of the procurement processes with relevant BiH laws and UNDP regulations;
Support the civil society organisations and local media within each partner local government in the cluster to further engage in monitoring of the implementation of local strategies and build their scrutiny function;
Participate as trainer/facilitator in some capacity development/community activities of partner local governments and their socio-economic partners within the cluster;
Prepare feedback and report information, draft comparative analyses of the on-going processes of strengthening the local development management function and implementation of local strategies in partner local governments within the cluster and summarise lessons learnt;
Travel regularly to partner municipalities for individual meetings, events, focus group meetings and project related activities/trainings and ensure effective working relations with partner local governments throughout the project roll-out;
Ensure regular office work is completed, including maintaining of all project files, correspondence, photocopies, photos, etc.;
Closely interact with the project office team, as well as with the other Field Officers in the process of realisation of this function;
Any other related duty as required by the Project Management.
Facilitation and support to cooperation and effective linkages between local governments and strategies and policies of higher government levels:

Facilitate and support the dialogue and interaction between local governments within the cluster and immediate higher government levels (i.e. – the canton in the FBiH and relevant line ministries in the RS) in the process of strategic planning;
Facilitate the identification of joint priority inter-municipal cooperation projects of partner local governments within the cluster, as defined within their development strategies and support their development into fully-fledged project proposals (based on possible financial assistance ensured by own/external financial resources);
Regularly seek external funding opportunities that might support realisation of identified inter-municipal cooperation projects and serve as broker in the process of their application;
Encourage and facilitate dialogue between local governments within the cluster and the immediate higher government level (i.e. – the canton in the FBiH and relevant line ministries in the RS) towards development of and support to inter-municipal cooperation projects originating from local development strategies.
Support development management process within the Canton 10 and Una-Sana Canton

In coordination with Development Management Specialist, support the delivery of technical and training assistance by external service providers to Una-Sana and Canton 10 partners in establishing effective development management processes (design of strategy annual implementation plans, design of work plans of cantonal ministries based on development strategies, annual reporting);
Encourage, coordinate and support joint initiatives and interaction between the two partner cantons and their constituent local governments in the follow-up effective implementation of the strategy and future planning processes;
Support capacity development of cantonal councilors / thematic commissions within the cantonal assemblies, as well as mayors, to familiarize them with important decision-making aspects within the development planning and management cycle, as well as with the work and importance of the local development management structures;
Support capacity development of cantonal leadership, including councilors to raise their awareness and basic understanding of the EU structures, acquis communautaire, accession process and role of local cantons in that process;
Monitor and supervise activities and performance progress in the Canton 10 and Una-Sana Canton according to the implementation work plan and regularly share feedback and elevate potential risks to the Development Management Specialist and Project Management;
When relevant, monitor the overall implementation of priority projects within partner cantons in the cluster until its successful finalization by conducting site visits, reviewing narrative and financial reports of beneficiaries; ensuring compliance of the procurement processes with relevant BiH laws and UNDP regulations;
Prepare feedback and report information related to the planning process and summaries lessons learnt.
Facilitation and support to knowledge sharing, exchange of experiences and practices among partner local governments and other stakeholders within the cluster and gender equality mainstreaming:

Promote and facilitate inter-municipal cooperation through exchange of information, good practices, peer-to-peer learning and joint capacity building events among partner local governments within the cluster;
Assist the project in the process of conducting external evaluations, with regard to field visits within the cluster;
Prepare media statements/announcements related to achievements and results of project activities within the cluster in cooperation with Communication Officer;
Regularly review existing funding opportunities announced by international/domestic funds and inform and support partner local governments within the cluster to access public/other types of funding and implement priority projects originating from their integrated local development strategies;
Collect and distribute information among partners within the cluster about learning opportunities, conferences, etc. within BiH and Europe;
Facilitate and stimulate interaction and synergies between the project and other stakeholders working in the field of local development (donors, international organisations) within the cluster;
Support the Project in mainstreaming gender equality in the project implementation;
Ensure that all project documents prepared by the incumbent are written using gender sensitive language.
Impact of Results

This post will be crucial for the effective implementation of planned project activities at the local level within the cluster, ensuring delivery of timely support to project counterparts and effectively responding to specific needs.
Specific results are reflected in:

Successful application of the standardised local development planning methodology by partner local governments within the cluster and elaboration of their integrated and participatory local development strategies while gaining knowledge and experience throughout the process and being vertically aligned with higher government levels` strategies;
Successfully established and activated development partnerships in each local government and cantons within the cluster;
Strengthened capacities of local and cantonal governments within the cluster to effectively manage development processes, transform strategies into viable projects and implement them, achieving tangible development results for local communities and effectively utilising external financial resources for development purposes.

Required Skills and Experience

Education: 

University degree in public administration, economics, law, political sciences, social sciences or related field.
Experience: 

At least 4 years of relevant experience working on or directly involved in local strategic planning and local/regional development processes at the municipal level in BiH; particular knowledge and previous experiences in working with local governments and socio-economic partners within the relevant cluster will be considered an asset;
Thorough understanding of the overall political, administrative and institutional set-up of local self-government in BiH;
Proven record of theoretical knowledge and practical experience in the area of local strategic planning, local development, project cycle management, community development, municipal finances;
Excellent computer skills (especially Microsoft office applications) and ability to use information technology as a tool and resource.
Language Requirements: 

Fluency in the languages of peoples in BiH;
Fluency in English with good drafting and presentation skills.
